The “digital transition” is the path with which companies integrate technologies, processes and skills to become more efficient, data-driven and competitive in international markets. In Italy, in 2025, the scope of incentives is driven by national measures (tax credit and counter calls), regional instruments and initiatives of the chamber system.

Key national measures (2024-2025)

Transition Plan 5.0 (tax credit)

It is the most important horizontal incentive: it finances projects that unite digitizing and reduction of energy consumption (at least − 3% at the production site level or − 5% on the processes involved), for investments made from January 1, 2024 to December 31, 2025. It provides differentiated rates for eligible expenses in new material/intangible assets and monitoring systems, with dedicated procedure and technical documentation.

Sustainable Investments 4.0 (focus on the South)

Call 2025 managed by INVITALIA/MIMIT for micro, small and medium-sized enterprises in the South (Molise, Basilicata, Calabria, Campania, Puglia, Sicily, Sardinia). It predicts contribution on account of plants + subsidized financing for projects with high technological content in line with Transition 4.0. The doors open to windows and close due to running out of funds.

Tools for digital exports and supply chains

SIMEST — “Digital or ecological transition”

Subsidized financing (with a possible non-repayable amount based on period updates) for digitalization and green transition projects linked to international competitiveness. News on 7 August 2025: also open to non-exporting companies belonging to a supply chain with an international vocation. Check the active conditions and the available desks.

Vouchers and services of the Chamber System

I4.0 Digital Vouchers (Chambers of Commerce)

Over-the-counter contributions (typically non-repayable) for software, consulting, training and adoption of I4.0 technologies (cloud, cybersecurity, IoT, AI, e-commerce, ERP/CRM integrations). Calls for 2025 published by different chambers (e.g. Modena, Reggio Calabria, Bologna, Sassari) with application windows concentrated between spring and summer. Amounts, intensities and requirements vary by territory: always check the announcement of your Chamber of Commerce.

PID-Next (PNRR assessment and orientation)

Routes Free or almost free (public coverage up to 90— 100% for micro and small businesses) for digital assessment, roadmap and support for the double transition (digital + green). In 2025, windows were activated with different deadlines depending on the territory.

Facilitated consultancy

Voucher for Innovation Consulting (Innovation Manager)

MIMIT cyclical measure for the temporary placement of an innovation manager (digital/organizational). In 2025 they are active reporting procedures and extensions for admitted projects, while new openings must be monitored on an official basis.

Typical eligible expenses (guidelines)

  • Software and platforms: ERP, CRM, PLM, MES, data warehouse, analytics/AI, marketing automation, e-commerce, DAM/PIM.
  • Infrastructure and security: cloud, cybersecurity, identity & access, backup/BCDR.
  • Process integration: IoT, sensors, traceability, digital twin, machine interconnection.
  • Training and change management: upskilling people on new processes/tools.
  • Energy and monitoring (for 5.0): measurement systems, EMS, interventions that demonstrate reduced consumption (with expertise/certification where required).

Recurring requirements and priorities

  • Beneficiaries: mostly MPMI based in Italy (some measures limited to specific areas or supply chains).
  • Projects: consistency with digitalization objectives, process/product innovation and - if required - reduction of energy consumption with measurable evidence.
  • Evaluation Criteria: quality of the plan, impact on productivity/employment, sustainability, degree of innovation and starting digital maturity (PID assessment).

How to prepare (operational checklist)

  1. Requirements and ROI map: identify bottlenecks and metrics (cycle times, OEE, error rate, CAC/LTV in the commercial).
  2. Digital assessment (PID-Next) for a certified baseline.
  3. Design for 'digital + energy': if you point to 5.0, structure measures, consumption baselines and reduction targets with monitoring tools.
  4. Collect documents: assessments, financial statements, quotes, technical data sheets, supplier declarations on interconnection/compatibility and, where applicable, appraisals/certifications.
  5. Call calendar: keep track of local Chamber of Commerce windows and national branches (Invitalia/Mimit/Simest).

Mistakes to avoid

  • Confusing digital transition with just 'software acquisition' without process design and KPI.
  • Ignore energy requirements in the projects running on 5.0.
  • Arrive late at the desks when funds run out (e.g. calls for the Chamber of Commerce and Invitalia).
